Rich media describes ad creatives that go beyond a static image: animation, video, interaction or expanding formats.
Rich media is everything that does more than a still image: animated HTML5 banners, expandables that unfold on hover, video banners, formats with game elements or product carousels. The line to a normal display banner is blurry; many ad servers already count an animated HTML5 creative as rich media.
Rich media brings more attention and higher click rates, but costs file size, coordination with the publisher and review effort. For most campaigns the middle ground is enough: a cleanly animated HTML5 creative within the standard limits that every platform accepts without special approval.
